Windows 7 setup is starting
I get to the solid indigo screen with the words "Setup is starting" and nothing happens. Not on the screen, nor does my tower show any activity.
More thorough wipes are not necessary because the therapeutic value here is clearing the boot sector and partition table which is covered by Clean command.
Reset the BIOS to defaults. I mean really, the OS is practically the oldest component in it. Now an Independent Advisor. I do not quit for those who are polite and cooperative. Threats include any threat of suicide, violence, or harm to another. Any content of an adult theme or inappropriate to a community web site.

Had changed MB since Vista was first installed. Using the store bought disk, I was able to have the installation of Windows 10 start and finish with no trouble at all. Even when Windows 10 in set to be the boot disk, it will not launch if the Vista disk is connected.
Likewise, sticking the Vista disk in an external case to connect via USB, Windows 10 will not only not load the drive, but will actually lockup. Leaving me unable to format the SSHD on my desktop now. Windows 7 will read the disk, and is allowing me to format it. I am hoping that once the disk is clean that Windows 10 will read it.
Did this issue start because of Vista in itself, or did it start because that vista installation was not UEFI? Did you reinstall Vista after changing mobo? If not it would have had to be running in Compatibility Mode and need it's hard drive to be cleared or wiped to install Windows 10 to UEFI. One of the main solutions for installation failure or a hard drive blocking boot is to wipe the hard drive with minimum Diskpart Clean Command to remove boot code and partition table.
I currently have a system with Vista Ultimate 64bit. All latest updates. Sabertooth fx r2. I am attempting a clean install of windows 10 pro 64bit. I don't think that is true. I put the disk into my drive, and restart my computer.

I had to wait an age on the "Where to install Windows dialogue", but could eventually delete all partitions and then install on the unallocated drive space.
Everything seemed to be going swimmingly just now, until the very reason we reinstalled just reared its ugly head again.. W7 just hanging for seemingly no reason when trying to open anything related to windows explorer.
I haven't even installed any extra applications, just drivers from the Samsung website so beginning to think there is a problem with them.
No idea if either of these things made any difference, I was just trying different things, or whether it was just patience I left setup seemingly doing nothing for about 45mins before it finally worked that won through! Very frustrating! Have you tried installing SP1? Also, you could roll-back the drivers individually to the Windows one's to find your culprit if it is indeed a driver issue.
I think you are spot on with this, I think there are bad sectors. I think this may have been caused by the first issue I was asked to fix with this machine. Office was causing W7 to bluescreen when opening any of the applications. I fixed this issue quickly just by doing a repair on the Office installation, but I think the damage to the disk had already been done. Unfortunately don't have another disk to try, but advised the user the best course of action would be to replace the disk..
I am also facing same issue when i trying to reinstall W7 ,setup is not able to proceed from starting ,it showing A info in windows boot manager The boot selection failed because a required device is inaccessible.
